"Refrain from giving and receiving" gifts, including any other benefits during the New Year festival and various other festivals, to promote a culture of transparent work.  

Except for receiving property or other benefits, which must be from individuals giving on the occasion of festivals or important days, including expressions of congratulations, expressions of gratitude, welcoming, expressions of sympathy, or giving according to social customs.
